Donald Trump is returning to the White House for a second term after winning the 2024 U.S. presidential election. Leaders from all over the world congratulated him as word of his win spread, displaying a variety of reactions ranging from cautious diplomacy to optimism.

While presidents and leaders alike have hopped on various ways to congratulate Donald J. Trump, the Kremlin has, however, hinted that Russian President Vladimir Putin is not planning to call United States Republican President-elect Donald Trump to congratulate him on his election victory.

Spokesperson Dmitry Peskov reportedly said at a briefing on Wednesday, November 6, that he is unaware of Putin’s plans to congratulate Trump on the election.

“Let’s not forget that we are talking about an unfriendly country that is both directly and indirectly involved in the war against our state,” he was quoted by Politico.

Putin congratulated Trump in 2016, but refrained this time due to strained U.S.-Russia relations. Peskov stated that future relations depend on U.S. leadership, as Russia seeks dialogue on fair terms. Russia awaits Trump’s concrete actions on Ukraine before considering negotiations, emphasising caution in interpreting statements.

“Once [in the Oval Office], statements can sometimes take on a different tone. That’s why we say we are carefully analyzing everything, monitoring everything, and we will draw conclusions from specific words and concrete actions,” he is reported to have said.

Meanwhile, Israel’s Prime Minister Benjamin Netanyahu, who had a close alliance with Trump during his first presidency, was among the first to congratulate him. He described Donald Trump’s victory as “history’s greatest comeback!”

“Your historic return to the White House offers a new beginning for America and a powerful recommitment to the great alliance between Israel and America,” Netanyahu’s excepts from his congratulatory message on X (formerly Twitter) read.

Ukraine’s leader, Volodymyr Zelenskyy, while congratulating the Republican leader stated that he values Trump’s “peace through strength” approach and anticipates strong U.S.-Ukraine cooperation against Russian aggression.

On his part, French President Emmanuel Macron noted his readiness to work together as “we did for four years. With your convictions and mine”.

President of the European Commission, Ursula von der Leyen, stressed the deep partnership between the EU and the U.S., calling for a strong transatlantic agenda to benefit their combined 800 million citizens.

“In her words, I warmly congratulate Donald J. Trump. The EU and the US are more than just allies. We are bound by a true partnership between our people, uniting 800 million citizens. So let’s work together on a strong transatlantic agenda that keeps delivering for them.”

India’s Prime Minister Narendra Modi also congratulated his “friend” Trump, citing a commitment to continue advancing the U.S.-India partnership. “Together, let’s work for the betterment of our people and to promote global peace, stability and prosperity,” Modi wrote in a tweet.

As Trump prepares to take office once again, world leaders appear poised to navigate both familiar and new dynamics, reflecting a global community ready for renewed engagement with a returning U.S. president.
